Who We Are
EB-5 Michigan Regional Center LLC (Also EB-5 MRC LLC) is
legally registered in the State of Michigan. Our Regional Center
was approved by the United States federal agency. The current
geographic area of the Regional Center includes 9 counties in
the mid Michigan. Governor Jennifer M. Granholm has notified
the Department of Homeland Security that she has declared the
whole State of Michigan as the Targeted Employment Area,
allowing the Regional Center to expand its geographic area to
the whole State of Michigan.
What We Do
We joint venture with business partners throughout the
world to set up investment fund within the Regional Center
area. The fund is to invest in the investigated business
enterprises in the State of Michigan. If they wish to do so,
we will also help the investors relocate legally and to adjust
to the new work and living environment during the
investment process.
Our Mission
Our mission is to promote overseas investment and to attract
international investment and talent to come to stimulate the
economic vitality and to increase job creation in the State of
Michigan
The federal program we are taking advantage of is the USCIS's
Pilot EB-5 Investment Immigration program. This program allows
foreign investors to invest a minimum of $500,000 in the
approved Regional Center project and to create at least 10 jobs
for exchange of the US permanent residence status for the
investors and their immediate family (including all children under
21 years of age)

James H. Lynch – CHAIRMAN
Mr. Lynch has been active in new product development and early stage venture capital for nearly 40 years. He brings
a fundamental understanding of the key elements needed to make successful investments in new enterprises. His
first company, ISC Systems, grew from a new start to the leading teller and platform systems provider to financial
institutions throughout the United States in five years. His second company, ITRON, is now the leading provider of
utility meter reading systems in the world.
Mr. Lynch directed a major collegiate research center in Washington State. In a three year time period he was able to
secured institutional funding for twenty three opportunities. Mr. Lynch went on to become a general partner in a
venture capital firm in Spokane, Washington. In this capacity he was the lead investor in Purcell Systems, a backup
power provider to telecommunication companies. Since his investment the company has grown from less that $1
million in sales to over $180 million in seven years.
Since January, 08 Mr. Lynch has been the director of Spartan Ventures Validation Fund, a subsidiary of the Michigan
State University Foundation. Under his leadership the Spartan Ventures Validation Fund has developed a highly
successful market de-risking program. Spartan Ventures has secured deal flow throughout the University system
and throughout the state. Mr. Lynch has close working relationships with almost all the regional Venture Capital
firms.
Kenneth W. Kousky - CEO
Mr. Kousky is an experienced entrepreneur having successfully started three companies and played an instrumental
role in two turnarounds.
President/CEO of IP3, Ken is a veteran of the IT software and services industries. Few individuals are able to blend
such a broad range of experience and expertise as an executive (he was CEO of a public company for six years), as
an educator (he's taught at the University of Pennsylvania and Washington University in both the School of
Engineering, the School of Arts & Sciences and the Business School as a teaching fellow, adjunct professor, and as
Director of the Center For Communications and Network Management), and as a technologist (he's been a software
industry executive and holds a CISSP certification (Certified Information Systems Security Professional), a CISA
certification (Certified Information Systems Auditor), and a CGEIT Certification, (Certified in the Governance of
Enterprise IT).
Today, Ken is the Dow Entrepreneur-in-Residence at Saginaw Valley State University and CEO of IP3, Inc., an
information security consulting firm. He is an active investor in numerous tech start-ups and has served on the
boards of additional companies actively raising both debt and equity. Currently, he is actively working on debt
financing models more appropriate for “lifestyle” companies.
Ken also serves as President of the Blue Water Angels Investment Network; serves on the Executive Board of the Mid
Michigan Innovation Center; serves on the Executive Committee of the Michigan Initiative for Innovation and
Entrepreneurship Consortium, and is Chairman of the Boards of Salare Security and Bravo :Smart.
His years of experience as both an educator and an entrepreneur (recipient of Ernst & Young's Entrepreneur of the
Year award) are reflected in his business and professional accomplishments. Ken received his Master's degree in
Economics from the University of Pennsylvania in 1978. He also holds a Bachelor's degree in Economics and Urban
Studies from Washington University.
Hong Huang -COO
Mr. Huang was born in China and educated in the United States. Mr. Huang obtained his MBA from Gonzaga
University. He is now a United States citizen.
Mr. Huang is currently president of MERI, LLC, a Supply Company focusing on advanced power supplies and other
specialty systems. Concurrently Mr. Huang is the Managing Partner of Xiamen MERI Co., Ltd., a Chinese global
manufacturing supply chain company in plastics, metal and electrical assembly headquartered in Xiamen, Fujian,
PRC. His companies serve some of the world's leading clients in their own categories.
From 1998 to 2001 Mr. Huang managed the China operation for The Flying Hospital and Operation Blessings
International in Virginia Beach, VA. He led the effort to bring humanitarian aid, art and cultural exchange, medical
exchange, medical education and the medical mission to the PRC. This effort involved 1500 people.
Mr. Huang was one of the first pioneers to open up markets in China for Britt World Wide. He personally set up a
major sales and distribution network in China. Since its inception the company has started over 10,000 independent
business owners throughout China
Mr. Huang was the lead in setting up and managing Lead International (Spokane, WA), an International Trade
Development company focusing on the investment in a 49 megawatt coal power plant in China, a $20 million project.
He was also the International sales manager for Inland Enterprises Inc (Spokane, WA), brokering 3 Boeing 737-300
commercial aircraft with ILFC (International Lease & Finance Corporation, the 2nd largest aircraft lessor in the US) to
Wuhan Airlines in China, an $87 million transaction.
Robert L. Hood - CONTROLLER
Mr. Hood, a director and past president of the firm, was admitted to the Michigan State Bar Association in 1967 and
has a general business practice representing a broad spectrum of business clients operation as corporations,
partnerships, limited liability partnerships, joint ventures, limited liability companies, professional corporations and
professional limited liability companies. Mr. Hood also deals extensively with trade associations and tax exempt
entities and with matters pertaining to various forms of taxation, securities issues insurance entity forms and
alternatives.
Mr. Hood’s academic vitae: B.A. from Michigan State University, 1963; J.D. (cum laude) Detroit College of Law, 1966;
LLM from the University of Michigan, 1967. Further Mr. Hood became a Certified Public Accountant in Michigan in
1970.
In addition to membership in the Michigan Bar Association (Member: business law and taxation sections) and the
Ingham County Bar Association. Mr. Hood is admitted to practice in both the Eastern and Western District, United
States District Courts of Michigan, the United States Tax Court, the United States Supreme Court, is a fellow of the
Michigan Bar Foundation, and is a Member of the Michigan Association of Certified Public Accounts and the American
Institute of Certified Public Accountants.
Mr. Hood was a member of the adjunct faculty at the Thomas M. Cooley Law School from 1978 to 1985 teaching
courses in accounting for lawyers and business planning, and currently is a facilitator with the Michigan Society of
Association Executives CAE Academy in the area of legal aspects of associations operations. He regularly prepares
material for and lectures in various continuing education programs in his area of practice focus. Mr. Hood is a
regular contribution columnist for a number of trade associations and business-oriented periodicals and has a
number of speaking credits pertaining to business, taxation, tax-exempt organizations, and succession planning
issues. He is a Director of FMG Group, Inc., a Texas insurance holding company; F.M. Global Insurance Agency,
Great Midwest Insurance Company and Conceivex, Inc. (Chair Audit Committee). My Hood is a six time winner of the
People’s Choice Award as “Best Attorney” voted by the readers of the Towne Courier and Ingham County News.
